[Design significance] :

1. In accordance with the law -- the cost of the occupational-disease-prevention facilities of the construction project shall be incorporated into the project budget, and be designed, constructed, and put into production and use at the same time as the main project;

2. Occupational Disease Control at the Source ---- Professional suggestions should be made to ensure the normal operation of occupational disease prevention after the completion of the project, so as to avoid occupational disease.

1. Law of the People's Republic of China on the Prevention and Control of Occupational Diseases

Article 18 The expenses for the occupational-disease-prevention facilities of a construction project shall be included in the project budget and shall be designed, constructed and put into operation at the same time as the main body of the project. The design of the occupational-disease-prevention facilities for the construction project shall conform to the national standards and requirements of occupational health; Among them, the design of protective facilities for the construction project of the medical institution with serious radioactive occupational-disease hazards shall be examined and approved by the public health authority before construction.

2. Measures for the Simultaneous Supervision and Administration of Occupational Disease Prevention Facilities in Construction Projects Decree No. 90 of the State Administration of Work Safety

Article 4 With regard to the construction project that may cause occupational disease hazards, the construction unit shall, in accordance with these Measures, conduct the occupational-disease-inductive pre-evaluation, design of occupational-disease-prevention facilities, evaluation of occupational-disease-control effects and corresponding review, organize the acceptance inspection of occupational-disease-prevention facilities, and establish and improve the occupational health management system and archives for the construction project.

3. According to the decision of The State Council on the first batch of inspection and regulation on 89 items of administrative examination and approval of intermediary services of The State Council departments on October 11, 2015, the applicant may, as required, prepare the design of occupational-disease-prevention facilities for construction projects (excluding medical institutions) with serious occupational-disease-prevention facilities and the completion acceptance of occupational-disease-prevention facilities for construction projects. The examination and approval department shall not require the applicant to entrust a specific intermediary to provide services in any form; Retain the examination and approval department's existing technical assessment and review of the design of occupational-disease-prevention facilities.

[Writing Time] :

After the occupational-disease-inductive preassessment of the construction project, the relevant organization or employer shall be entrusted to compile a special design for occupational-disease-prevention facilities.

According to the occupational-disease-inductive factors that may arise in the construction project, the equipment selection, location and related technical parameters of the protective facilities such as dust prevention, gas prevention, heat prevention, cold prevention, noise reduction, vibration reduction and radiation prevention shall be designed; In addition, it also includes related prevention and control measures, such as the general layout, production technology and equipment layout, building hygiene, auxiliary sanitation facilities, emergency rescue facilities, etc., and the investment of occupational-disease-prevention facilities shall be budgeted, and finally, the expected effect of occupational-disease-prevention facilities shall be evaluated.
