[Significance of pre-evaluation] :

1. The occupational-disease-inductive pre-assessment shall be carried out for construction projects that may cause occupational-disease-inductive hazards in accordance with the law ----;

2. Predict the type and intensity of hazard factors ---- Predict the types and intensity of hazard factors that may exist in the workplace after the completion of the project by means of analogy;

3. Occupational Disease Control at the Source ---- Professional suggestions should be made to ensure the normal operation of occupational disease prevention after the completion of the project, so as to avoid occupational disease.

Article 17 In case of occupational-disease-inductive risks arising from the construction project, expansion project, reconstruction project, technical transformation project or technology introduction project (hereinafter referred to as the construction project), the construction entity shall conduct the occupational-disease-inductive pre-assessment during the feasibility study stage.

The occupational-disease-inductive pre-evaluation report should evaluate the occupational-disease-inductive factors that may arise from the construction project and their impact on the health of the workplace and workers, and determine the types of hazards and occupational-disease-prevention measures.

Article 9 The occupational-disease-inductive pre-evaluation report shall evaluate the occupational-disease-inductive factors that may arise from the construction project and their impact on the health of the workplace and laborers, and determine the types of hazards and the occupational-disease-prevention measures.

Article 10 The occupational-disease-inductive pre-evaluation report of the construction project shall comply with the requirements of the occupational-disease-prevention laws, regulations, rules and standards and include the following contents:

(1) Overview of the construction project, including project name, construction site, construction content, working system, post setting and number of personnel, etc.;

(2) Analysis and evaluation of the occupational-disease-inductive factors that may arise from the construction project and their impact on the workplace and workers' health as well as the degree of harm;

(3) Analyze and evaluate the occupational-disease-prevention facilities and measures to be adopted in the construction project, and put forward countermeasures and suggestions;

(4) The evaluation conclusion shall clarify the occupational-disease-inductive risk category of the construction project and whether the occupational-disease-prevention facilities and measures to be adopted conform to the requirements of the occupational-disease-prevention laws, regulations, rules and standards.


Article 11 In the pre-assessment of occupational-disease-inductive factors, the construction unit may use engineering analysis, analogy investigation and other methods to analyze and evaluate the occupational-disease-inductive factors that may arise from the construction project and their impact on the workplace and laborers' health. Among them, the analogy survey data shall be based on the occupational-disease-inductive factor test results issued by the occupational-health technical service agency with the qualification that is similar to the scale and process of the construction project.
